The Head of Crime Prevention in Tehran Police admitted today that purse-snatching, forced extortion, car theft and breaking and entry into houses are rampant in Tehran. The following amateur video on Youtube (validity unconfirmed) shows purse snatchers in action on a quiet alley in Tehran:

Last year, leaders of Iran's green reform movement, such as Dr. Alireza Beheshti, claimed that the government has employed some of the street bullies and violent criminals, after rounding them up, into non-uniformed pro-government militia to suppress peaceful demonstrations, and as torturers of political prisoners in Kahrizak, Evin and other jails and dungeons.
