What Did Rubio Tell the US Congress about Iran?
Yesterday, US Secretary of State Marco Rubio testified on his department's 2027 budget request amid the ongoing conflict with Iran before the Senate Foreign Relations Committee. Here is the video and its highlights:
Rubio said Reopening the Strait of Hormuz requires Iran to publicly state it will stop firing on commercial ships and threatening international maritime traffic. Rubio clarified that the current U.S. blockade targets only Iranian ships. It was enacted strictly in response to Iran mining international waters and attacking commerce.
Rubio firmly rejected that the U.S. would lift sanctions just to get the Strait reopened. Sanctions relief remains exclusively tied to nuclear concessions, and despite public denials, the Iranian regime has accepted to discuss nuclear enrichment in future rounds.
Rubio stated that Iran's decision-making process is highly fractured and complicated. This reality frequently causes a three-to-five-day delay for Tehran to respond because Araghchi and Ghalibaf who handle direct talks hold limited final authority and must continuously run proposals back to a council surrounding Supreme Leader Mojtaba Khamenei for absolute sign-off. The administration's intelligence indicates that more practical civilian leaders like Araghchi and Ghalibaf are frequently being pushed aside on internal military and security matters by hardline figures like Ahmad Vahidi.
Senators pressed Rubio on why a formal Justice Department Office of Legal Counsel (OLC) opinion justifying the strikes remains classified and heavily redacted from Congress. Rubio stated that the administration's baseline legal stance is that the U.S. is "not at war with Iran" as a country, but rather selectively at war with Iran's nuclear program.
Rubio warned that China is aggressively attempting to dominate the global Artificial Intelligence (AI) race to gain an edge over the U.S. military. He highlighted the critical nature of keeping strict allied controls on advanced semiconductor manufacturing equipment (SMMEs). He pointed out that despite Beijing investing billions of dollars to build localized supply chains, China has consistently failed to produce high-end chips independently.
He is also said Russia is temporarily allowed to sell oil in Global markets (despite Ukraine invasion and US sanctions) because without that oil, there could be a contagion and crisis in global oil reserves.
